Jean Monnet Chairs ad personam from the European Commission are reserved for distinguished University professors with a high- level teaching and publication record in the field of European integration (achieved, at least in part, outside their country of residence) and/or with a distinguished background as former high-level practitioners in the field of European integration.

In 2009 the Commission granted a Jean Monnet Chair ad personam in EU Legal Studies to Prof. Gregorio Garzón Clariana, Professor of Public International Law of the Universitat Autònoma de Barcelona and formerly the Jurisconsult of the European Parliament.

Jean Monnet Seminar on European Citizenship and political rights
Save the date: the 17 October will take place the Chair’s fourth Seminar, as usual in the headquarters of the European Institutions in Barcelona, Passeig de Gràcia 90. There will be a discussion of recent developments on subjects as consultations of the European Commission in the framework of its legislative proposals, the state of play of the first initiatives from citizens asking for new European legislation, or the right to vote outside the country of origin, with the participation of political personalities, senior European officials, active citizens, and well-known academics and directors of think tanks. Citizens initiative
The Official Journal has published the first Delegated Regulation adopted by the European Commission to modify Regulation 211/2011 of the European Parliament and the Council. More information.
Modification of the European Electoral Act
The second draft report submitted by Andrew DUFF was adopted at the European Parliament committee on constitutional affairs meeting on 26 January. The report can now be discussed in the plenary..
Citizens' initiative
Implementation of the Regulation of the European Parliament and the Council will start in April 1. Practical guidance may be found at the new European Commission website.
Act on the reform of the European electoral Act

Euro-mediterranean Assembly
The book reflecting the I Seminar of the Jean Monnet Chair has just been published, with contributions from distinguished specialists of the Mediterranean studies and influential members of the Assembly in English, French or Spanish (publisher: editorial Marcial Pons).
European political parties
The European Parliament has approved an important Resolution asking for a substantial modification of the Regulation in force, in order to establish new regulations governing European parties and to improve the rules on their financing. More information.
Delegated acts
Delegated acts are a significant development introduced by the Lisbon Treaty. They improve supervision by the European Parliament of the implementation of EU legislation. A study of these acts by Professor Garzón Clariana has just been published in the Revista de Derecho Comunitario Europeo 37 (1980) p. 721-760.
II Seminar of the Jean Monnet Chair
A joint venture with the European Parliament Office in Barcelona, the Seminar will take place the 25 March and be sponsored by the Fundació Catalunya-Europa. The subject will be the citizens’ initiative, one of the major improvements brought by the Treaty of Lisbon, that will allow citizens to request European legislation on specific topics, following the procedures adopted by the European Parliament and the Council last February. Comitology
The European Parliament and the Council have adopted the new procedures for the exercise by the Commission of execution powers (Regulation 182/2011 of 16 February, Official Journal L 55 of 28 February). As a consequence of the Treaty of Lisbon, the European Parliament has acted for the first time as co-legislator on such an important matter. The new Regulation brings a substantial modification of the former system.

 

 

DEMOCRACY AND LAW IN THE EUROPEAN INSTITUTIONS

The project “Democracy and Law in the European Institutions”, financed by the European Commission and the Universitat Autònoma de Barcelona within the framework of the Jean Monnet Chair ad personam granted to Professor Garzón Clariana, contributes to a better understanding of the role of democracy in the decision-making processes of the European Institutions through a set of activities in University teaching, academic research and collective reflection
